On April 16, 2013 CALM Executive Director Mr. Viorel Furdui and CALM Programme Coordinator Mr. Alexandru Osadci met with Parliament Speaker Mr. Marian Lupu. At the meeting was discussed a broad spectrum of topics while the main focus was on Local Public Finance Reform and its unacceptable delay. CALM representatives reported to the Speaker the deep concern of the Local Public Authorities of Moldova related to delayed approval of this Reform and respective legislative amendments. Mr. Lupu agreed with CALM position in this matter and expressed confidence that the draft legislative amendments should be approved soon by the end of the spring session of Parliament. Tangential to the issue were discussed and some other key points related to the improvement in the financial situation of local governments, financial autonomy and strengthening ties between fiscal decentralization and the competences. Were exchanged the views over the single tax on agriculture draft law, draft legislative amendments aimed at LPA or their representative association’s access to the Constitutional Court. A key point of the meeting was the announcement of the Parliament Speaker that the Memorandum of Cooperation between the Parliament of Republic of Moldova and CALM is ready to be signed.
