On 10 June 2021, the Administrative Council of the Congress of Local Authorities from Moldova (CALM) adopted its Strategic Plan for the next six years (2021-2027), prepared with the support of the Congress of Local and Regional Authorities of the Council of Europe.
The Strategic Plan is the result of an inclusive and participatory process which involved extensive consultations across the country, bringing together more than 200 local leaders from the Northern, Central and Southern regions. It takes into account European principles of Local Self-Government and in particular Congress Recommendation 436 (2019) on local and regional democracy in the Republic of Moldova, as well as the Roadmap for its implementation.
CALM President Tatiana Badan expressed her commitment to implementing the Strategic Plan and encouraged local authorities to remain united and work together. “The success of the strategy will reflect upon the wellbeing of all citizens in the Republic of Moldova”, she added.
Congress Secretary General Andreas Kiefer congratulated Moldovan mayors on this milestone achievement which will be key in building effective, accountable, and inclusive institutions at the local level.
The Congress of Local and Regional Authorities of the Council of Europe is currently implementing the project “Strengthening the culture of dialogue and consultation of local authorities in the Republic of Moldova” in the framework of the Council of Europe Action Plan for the Republic of Moldova 2021-2024. The project aims at strengthening the institutional capacities of the national association of local and regional authorities, CALM, in the areas of representation and policy dialogue, good governance, municipal management and quality service delivery.
