Recipient country: Republic of Moldova
For over three decades, Canada has funded modest-scale development assistance projects in over 120 countries through the Canada Fund for Local Initiatives (CFLI). The CFLI in the Republic of Moldova supports small projects proposed and implemented by local NGOs and other community-based organizations that address identified needs of local communities.
To be considered, projects must be strongly aligned with the funds strategic priorities for the Republic of Moldova, focusing on:
- Independent media and freedom of the press with a focus on gender equality and empowerment of women and girls on thematic areas emphasizing inclusive governance, diversity, democracy, human rights and the rule of law.
Please note that funding will be available for projects with a duration of one or two years.
- One year projects should have a budget of approximately CAD $ 25,000 – CAD $50,000 and be completed no later than February 15, 2019.
- Two year projects should have a budget of approximately CAD $ 50,000 – CAD $100,000 and be completed no later than February 15, 2020.
Preference will be given to projects with self-sustaining activities that continue after CFLI funding ends, as well as to projects which display concrete and tangible outcomes.
Gender equality is an objective of the CFLI program. Preference will be given to projects which promote the equal participation and integration of both genders at all stages of the project, from design through execution.
Project contributions must be used for the purposes intended. Projects should be unique and not duplicate or correct other projects, or provide additional Canadian funding to projects already funded by the Government of Canada. Funds cannot be used to represent the recipients contribution for the purpose of receiving funding from another group. Projects may be considered that form one component of a larger project led by another donor organization.
Project funds are to be spent in-country, and required materials and supplies are to be procured locally. The program is not intended to finance study tours, core funding or recurrent organizational costs, or to benefit privately owned firms or enterprises. CFLI is not to be used to fund Canadian experts, civil servants or private sector professionals to visit the host country for short-term work (seminars, technical cooperation, etc.). Funding for local participation in regional conferences or local training seminars is permitted, particularly if these are Canadian-sponsored. Feasibility studies are not eligible for CFLI funding.
How Do I Apply?
Applications should be submitted by email at cflimoldova@gmail.com and should include the following:
A cover page that provides the name of applicant organization, the title of the proposed project, the location of the proposed project, and the key objective/outcomes of the proposed project (in 1-2 sentences).
The application must clearly address the CFLI strategic priority outlined above, and the total amount of the proposed budget.
A broad description of the project by filling in the form attached-follow the link (Application for Project Funding by the Canada Fund). Incomplete applications (i.e. applications which fail to fully address all points in the application form) will not be taken into consideration. Project proposals must be submitted in either English or French. The template must be fully completed and accompanied by all requested supporting documentation.
Budget proposal should be presented in Canadian Dollars (CAD). Note that organizations that will be selected will be asked for more detailed budgets for the project in excel format and accounting of all funds spent will have to be included in a final report to be submitted upon completion of the project.

What is the deadline for applications to be received?
The deadline for application is May 21, 2018 at 08.00 am. Proposals received after this deadline will not be taken into consideration.
Project selection
Proposals are reviewed by the Canada Fund for Local Initiatives Selection Committee and successful applicants will be invited to sign a contribution agreement. The agreement will specify the CFLI contribution in Canadian dollars (CAD); CFLI is not responsible for losses incurred by exchange rate fluctuation. The organization must submit detailed financial and narrative reports to the Government of Canada at the mid-point and project termination, and return any unused funds. Expenses incurred prior to the signing of the contribution agreement are not eligible for funding.

Who Is Eligible to Apply?
The Canada Fund for Local Initiatives is intended to strengthen and fund the development activities of non-governmental organizations or other types of community groups based in the Republic of Moldova only. Assistance to individuals and private businesses is not provided.
Eligible recipients include:
- Local non-governmental, community and not-for-profit organizations;
- Local academic institutions working on local projects;
- International, intergovernmental, multilateral and regional institutions, organizations and agencies working on local development activities;
- Canadian non-governmental and not-for-profit organizations that are working on local development activities.
The majority of CFLI funding is to be directed toward local civil society organizations (including non-governmental organizations) and other institutions working at the local level. Other entities, such as international, intergovernmental, multilateral and regional organizations can be eligible for a contribution, provided that they are working with local partners and on local projects that are consistent with the objectives of the CFLI.
